1. Be a senior attending a state-accredited public or private high school, or be a home-schooled senior. The applicant must be a U.S. citizen who has resided for a period of not less than two years in an eligible county immediately preceding the application - see map below. The counties are: Caroline, Charles City, Essex, Gloucester, James City (Stonehouse Magisterial District), King and Queen, King George, King William, Lancaster, Mathews, Middlesex, New Kent, Northumberland, Richmond, Westmoreland and York (Bruton Magisterial District);
2. Demonstrate outstanding academic achievement and strong participation in school activities and community service. Financial need may be a consideration. Minimum academic criteria are a 3.5 cumulative GPA and combined SAT Critical Reading and Math score of 1100 or ACT Composite score of 24; and
3. Be a candidate for high school graduation at the end of the current academic year, and plan to enroll as a full-time student in an accredited four-year college or university in the United States the following academic year.
